Installation of a 400V socket for new 'komfur'

I need to have a 400V socket installed in my kitchen, right now I only have 230V but the 4 electrical induction plates + oven in my new 'komfur' support 400V. The electricity meter relay (which - I guess - will need to be changed) is on the first floor of a villa, while the kitchen where the work is required is on its ground floor.
